Introduction to Free HR Software

The best HR management software can be an efficiency booster for your company's day-to-day operations, whether it's for onboarding, payroll management, benefits administration, or time-off requests. Even better, they don't have to cost you anything.

We've thoroughly researched and compiled a list of the best free HR software, each of which offers either a free trial or a perpetual free plan highly suitable for most startups and small businesses.

Our Criteria: Here's How We Chose The Top Free HR Software

We evaluated more than 30 tools across four key factors: payroll processing, recruitment and onboarding, performance reviews, employee management, and time-off management to arrive at the current listings. Our real-world experience shows that the first three of these elements matter most to teams seeking free HR management software.

  • Payroll Processing‍: Payroll is usually the first process that growing teams need to automate, so we scrutinized this feature on each free HR tool we evaluated. Specifically, we collected data about integration partners to assess each tool's ability to connect with common HRIS (time-keeping, attendance, etc). We also compiled user feedback and integrated notes from their experience, and we looked into each platform’s flexibility in payment options (hourly, salary, contract, etc.).
  • Recruitment and Onboarding‍: This HR software feature is critical for growing companies, so we consulted four thought leaders for their take on each platform’s approach. In addition to this “gut check,” we also evaluated for ease of integration (again, testing against common HRIS), and we had our user research team run simulations of employee experience scenarios.
  • Performance Reviews: ‍Growing businesses often underestimate the importance of performance assessment, and many regret not adopting a system early on. For our evaluation, we asked our HR experts with the most extensive knowledge of innovations and best practices to weigh in on the 30+ companies we assessed for this guide. They graded each on a pass/fail basis, assessing the software’s approach to goal setting, analytics/reporting, feedback/coaching, and overall UX/UI.

Following our editorial guidelines, this guide was created through a structured software assessment process that gathers and analyzes key product insights, including our own testing results and verified user feedback.

Homebase Review

This is a comprehensive HR tool that specializes in hourly work. While their time tracking tools are quite refined, their free version also offers team messaging, an app for employees, a hiring tool, and integrations with POS & payroll software. Their basic plan is free for unlimited employees, as long as the team is limited to one location.

Homebase Pricing

After the Basic free plan, Homebase starts at $24 per month.

How has Homebase Changed Over Time?

Looking at Homebase’s recent product releases, the platform has moved toward more guided, semi-automated HR operations for hourly teams. Particularly, the company has rolled out an AI Hiring Assistant that can generate job descriptions, screen candidates through AI-led interviews, and pre-schedule interviews with top applicants. On the operations side, a Scheduling Assistant now builds and optimizes schedules automatically based on availability, work history, and time-off data, with conflict resolution handled in a few clicks.

Best For

Homebase is used by a wide array of small businesses in several industries, from restaurants and bars to retail, health, and hospitality.

You can use it on a website or an app. Overall, it is the same technique on the website or app. You sign into your company schedule and find your name. Once you find your name, you can click on start shift. When you want to take a break, there is an option for that too. Then you can log back in to end your shift.

What do you like about Homebase?

It makes it easy to sign in anywhere. It is easy to track how many hours you worked. It is easy to guide through the website/app.

Why did your organization buy Homebase, and how long have you used it for?

I used Homebase for about 3 years. One of the main reasons our company bought Homebase was because everyone kept forgetting to clock-in through a machine at work so our company wanted to make clock-ins more convenient. I liked it when we transitioned to it, we were able to clock-in whether we were in office or remote. It helped track everyone's work time accurately. It also sent in our hours to payroll according to the scheduled pay time.

What do you dislike about Homebase?

Sometimes people still forget to clock in with the app. When I used it about 2 years ago, I wish it sent us notifications to remind us to clock-in or out. The platform does go down sometimes.

How is Homebase different than their competitors?

I like Homebase because it is made for everyone to use. It is extremely easy to navigate Homebase.

What Instructions should people think about when buying this type of tool?

I have more pros than cons for Homebase. I highly suggest the platform. It is organized and easy to navigate.

How has Homebase changed or evolved over time to meet users needs?

It is easier for managers or bosses to manage employee hours through the dashboard. It has more visibility on who is on time and who is late.

What specific type of user or organization is Homebase very good for?

Medical offices, small organizations, remote workers

What specific type of user or organization would Homebase not be a good fit for?

Huge corporate offices with over 200+ employees

Why we picked Zoho People

Zoho People has a free plan that any business can sign up for. It is permanently free for up to five users, and provides essential tools such as a mobile app, employee database, and time off management. It has proven a solid starting point for many growing startups.

PROS

  • Free plan includes essential HR features like employee data management and leave management.
  • Available in multiple languages.
  • All core HR features in a single dashboard
  • Wide array of integrations
  • User-friendly UI, constantly updated
  • Available in multiple languages

CONS

  • Free plan is limited to five users and 250MB of storage.
  • The mobile app is occasionally buggy and slow to load.
  • Since they offer so many modules, some may be not as robust as other products that have been more specific about covering certain needs. For instance, some teams have found their payroll offering to be quite basic.
  • Not all that’s available in the web platform is available in the app
  • Some users reported that the platform can be slow to load every now and then.

Zoho People Review

Zoho is a software company that makes everything from CRM to bookkeeping tools. The platform also offers a cloud-based HRMS that’s bound to check most boxes in any HR manager’s requirement list.

To test the product, we signed up for Zoho free plan and found that, while it has some limitations, it provides a strong set of basic features that are good for small business.

There is a five-user cap on the free plan (including one administrator), and storage is limited to 250MB. It includes basic HR functions like leave management and also some more exotic features like an AI chatbot.

“Zia” the chatbot, is a unique feature that helps employees find solutions to HR questions without requiring one-on-one help from an HR rep.

Employees simply ask a question, and the bot uses keywords to search the existing FAQs. If there are no matches, Zia automatically creates a new case that will be handled by an HR rep, and the database of FAQs grows.

Though the free plan features are basic, many users comment on the convenience of having multiple aspects of employee data available in one place. The mobile apps are also well-liked overall but are reported to lag occasionally.

However, 250MB of storage can be a deal-breaker for some teams. Additionally, customers on the free plan do not have access to 24/7 customer support, though they are offered support during normal business hours.

I use Zoho primarily as an ATS. It has been a valuable tool in managing full-cycle recruiting efforts. This includes top-of-funnel sourcing and candidate management. We also rely on it for requisition creation and offer generation. While most hiring stages are supported within the platform, we used a separate system for interviewing.

What do you like about Zoho People?
  • Zoho’s advanced search feature is one of the best I’ve seen in an ATS—it's quick and accurate when filtering for candidates with specific technical skills.
  • Even though we use a separate HRIS, it’s helpful that Zoho integrates with its HRIS counterpart in case we choose to consolidate systems in the future.
  • It’s one of the more affordable platforms available, and the free version—though limited—was useful for testing functionality before upgrading to a paid plan.
Why did your organization buy Zoho People, and how long have you used it for?

I have less than a year of experience with the platform. I used it as an ATS to support our recruiting efforts. While our previous system was satisfactory, we needed a more cost-effective solution.

Zoho met our budget requirements without requiring us to give up the functionality we had come to rely on. Several alternative platforms failed to meet our expectations, particularly in sourcing capabilities, so we were impressed with Zoho’s performance in helping us build and maintain talent pipelines.

What do you dislike about Zoho People?
  • The platform isn’t the most intuitive, and it took some time to become comfortable with its core features.
  • I’ve used other ATS platforms with better-designed interfaces and overall system architecture.
  • The mobile app feels underdeveloped and the dashboard is not particularly user-friendly.
How is Zoho People different than their competitors?

What sets Zoho apart is its search engine functionality. I was impressed with how accurately it matched keywords for specific skills and experience. Many other platforms offer search tools, but results can be inconsistent.

What Instructions should people think about when buying this type of tool?

Pricing is per user, so cost-conscious buyers should evaluate how many team members need access. If you're also considering a broader people management solution, Zoho is a strong choice because of its HRIS integration capabilities.

How has Zoho People changed or evolved over time to meet users needs?

Zoho has added enhancements to its sourcing tools, which have made the candidate sourcing process smoother and more efficient.

What specific type of user or organization is Zoho People very good for?

Zoho is a good fit for small to mid-sized organizations looking for a reliable, cost-effective ATS. It's also suitable for solo users, especially since the free version accommodates teams with limited hiring needs.

What specific type of user or organization would Zoho People not be a good fit for?

Zoho may not be the best option for large enterprises, particularly those with complex compliance or security requirements in their recruiting workflows.

Monday.com Review

While Monday.com isn’t your typical HR software, it offers a range of customizable templates and automations that make it a compelling choice for HR teams looking to streamline their workflow and employee management processes. Among its key strengths is the ability to centralize and organize employee data. From recruitment pipelines to employee performance reviews, the platform provides a single, easy-to-navigate hub for all HR-related information. This centralization not only improves efficiency but also enhances visibility for HR teams to make decisions more effectively.

Another area where Monday.com shines is in its employee engagement features. Collaboration is at the heart of Monday.com, and this is evident in its HR offering as well. Reviewer's Rating
10/10

I use Monday.com as a central hub for all my projects and tasks. I start by creating a board for each project, where I outline the key milestones and tasks that need to be completed. I then assign deadlines, add relevant team members, and provide clear instructions to ensure everyone is on the same page.

Within each task, I utilize Monday.com's customizable columns to track progress, add subtasks, and attach important files or documents. I also take advantage of the platform's automation features to set up reminders and notifications, keeping me and my team informed about upcoming deadlines or changes to the project.

One of the features I find particularly helpful is the timeline view, which allows me to visualize the project's timeline and identify any potential bottlenecks or dependencies. It helps me prioritize tasks and allocate resources effectively.

Additionally, I make use of the communication features within Monday.com to provide updates, ask questions, and receive feedback from my team members. The threaded discussions and comment section ensure that important conversations are documented and easily accessible.

Overall, Monday.com has become an indispensable tool in my daily workflow. It keeps me organized, enables effective collaboration, and ensures that projects progress smoothly from start to finish.

What do you like about Monday.com?
  1. Monday.com offers a visually appealing and intuitive interface that makes it easy to navigate and use.
  2. The platform provides a high level of customization, allowing users to adapt it to their specific project management needs.
  3. Monday.com offers extensive integrations with other tools and platforms, enabling seamless workflow integration and data synchronization.
Why did your organization buy Monday.com, and how long have you used it for?

Our organization chose Monday.com as our preferred tool for project management and team collaboration due to several pain points we wanted to address. We struggled with scattered communication and a lack of transparency across different projects and teams. Monday.com provided a centralized platform that streamlined our communication, allowing us to collaborate efficiently and keep everyone on the same page.

Personally, I have been using Monday.com for over two years, and it has been a game-changer for both my individual workflow and team collaboration. It has eliminated the frustration of lost information and miscommunication, enabling me to stay organized and focused on my tasks.

The ability to track progress, assign responsibilities, and receive notifications has greatly improved my efficiency and accountability. The platform's intuitive interface and user-friendly design have made it easy for our team members to adopt and utilize effectively.

What do you dislike about Monday.com?

The pricing of Monday.com can be relatively high compared to some other project management tools, especially for larger teams or organizations.

While highly customizable, the abundance of options and features on Monday.com may require some time and effort to fully explore and configure according to specific requirements.

The learning curve for new users can be steep, especially for individuals who are not accustomed to working with project management software, requiring some training and onboarding support.

How is Monday.com different than their competitors?

Monday.com stands out from its competitors in a few ways. First, it has an attractive interface that is relatively easy to use, even if you're not tech-savvy. You can drag and drop items and customize boards to fit your specific needs.

Compared to other similar tools, Monday.com offers more flexibility and customization. You can create and personalize boards and columns to match your workflow and preferences. This makes it suitable for various industries and situations.

I have used similar tools (Trello, Asana, MS Project, and I find that Monday.com compares well in terms of user experience and functionality. It has improved my team's productivity and communication with its intuitive design and collaboration features. It also integrates smoothly with other tools we use, which saves us time and effort.

  • Automated invoices simplify payments, provided they're in English.

CONS

  • The cost of global payroll compliance is out of reach for many teams.
  • Further, the HR portion of the tool is only offered as part of their global payroll products. You also have to set up a demo with their team to get started with the HR tool.
  • Key features like onboarding automation are add-ons, which may increase costs.
  • Limited flexibility in modifying contracts or service agreements; changes often require an addendum.
  • Invoices cannot be generated in languages other than English.

Deel Review

If you're looking for free HR software for your startup, Deel may just be the best fit. Deel's free HRIS is a great new addition to this global payroll company's offering. No, it's not going to have all the bells and whistles of a $10/employee/mo solution. And it's now, so it will be buggy, we're sure.

That said, Deel has a long track record of putting together great solutions in the very complex world of paying international contractors/employees. It's not surprising that the platform offers its HR software for free either.  This is a great way to lock customers into their payroll offering, where they make more than enough money to stay afloat.

Overall, we'd recommend taking a look at this solution, especially if you're a global team that will need help with payroll/immigration/compliance in the future.

Deel Customers

Deel's HRIS is free. For contractors, Deel handles payroll and compliance in over 150 countries for $49/contractor/month. For full-time employees, Deel becomes an Employer of Record for $499, allowing you to hire in a new country without a legal entity.

Why we picked Connecteam

If you’re tackling human resources with a high number of deskless employees, Connecteam is an essential tool to consider. Not only is it great for remote teams, it has a free version for small businesses.

PROS

  • Stands out as one of the only fully-mobile HR tools for deskless workers in this category
  • Well-priced, providing substantial value to the needs of SMBs
  • Highly receptive to feedback, as evidenced by its track record of incorporating user suggestions as new features in the past
  1. One of the only fully-mobile HR tech tools for deskless workers
  2. Very adequately-priced for all it entails, SMB-friendly
  3. Quite open to feedback, having implemented user suggestions as features in the past.

CONS

  • The communication hub lacks confirmation for sent and/or seen messages, leaving users uncertain about the status of their messages.
  • Essential features like GPS tracking, valued by some teams, are only available in the higher-tier pricing plans.
  1. In the communication hub, the app offers no confirmation that messages were sent and/or seen.
  2. Certain features that some teams consider essential, such as GPS-tracking, are only available in the higher-tier pricing plans.

Connecteam Review

Established in 2014, Connecteam stands out as a leading HR app dedicated to deskless workers. Recognizing a significant portion of the global workforce is now remote, Connecteam seized the opportunity to address this underserved segment. While most HR management tools cater to white-collar employees, Connecteam saw the need to provide tailored solutions for deskless workers and has been filling this gap effectively over the years.

So, if you’re looking for a straightforward yet powerful and intuitive tool for managing employees that may not even have an email address (and has a free plan!) Connecteam is a tool you should demo.

From the Connecteam mobile app (iOS and Android), HR managers can handle tasks like staff scheduling, attendance management, timesheets, training, employee onboarding, and much more. Workers can interact with their side of this via their mobile devices as well, where they can create an account with nothing but a phone number.

Now, all this being said, Connecteam is a great tool for HR in general, used by many desk-based companies as well. For instance, among the users we interviewed for this piece, we had HR managers from a data migration company (Relokia), and an IT services firm (PhotoAiD).

Connecteam Pricing

Connecteam’s free plan is geared towards small businesses, since it allows up to 10 users only. It’s free for life and includes features like the time clock, shift planning, checklists, as well as task and document management.

Of course, it’s worth mentioning that, should your team grow beyond 10 individuals, Connecteam’s plans are modestly priced and include more features as you level up. Also, each paid plan has a 14-day free trial you can take. For more information on their paid plans, and Connecteam in general, we recommend checking out our full review.

I track my employees' clock-ins and clock-outs, ensuring they are accurately clocked in at the correct locations and jobsites. Employees forget to clock in often, and checking live data makes correcting this in real time very easy.

The geofencing feature on Connecteam helps with employee accountability. I also like using the Quick Tasks feature for setting up benefit milestones for new hires. It's easy to overlook a 90-day review or PTO deposit, but Quick Tasks helps me stay organized.

What do you like about Connecteam?

I like that Connecteam makes communication easy for our team. PTO requests go straight to the manager, and the forms are easy to use. I appreciate how user-friendly the app is. Some of my staff are older, but the app’s ease of use makes training simple.

Shift Requests are a convenient way for employees to request overtime, and this feature has helped us save money on overtime.

Why did your organization buy Connecteam, and how long have you used it for?

We decided to use Connecteam to track employee timesheets and their PTO. We were having trouble managing timesheets and vacation approvals previously. Connecteam has helped us save on overtime expenses. It has also improved transparency on available PTO for our employees. I have used Connecteam for 8 months.

What do you dislike about Connecteam?

The company setup and onboarding on Connecteam were difficult. The built-in AI chatbot helped me get through the process, but it could have been easier.

I wish Connecteam integrated with QuickBooks, which is where I run my payroll. It would be helpful if I could download my timesheet data into QuickBooks.

I also wish Connecteam had more reporting features.

How is Connecteam different than their competitors?

Connecteam stood out from its competitors. We use their free version for 10 employees or fewer, which was a major selling point to upper management. None of the competition offers a free version.

What Instructions should people think about when buying this type of tool?

If you have 10 employees or fewer, this is a great platform to explore. Connecteam includes everything you need for job scheduling, timesheet tracking, and PTO management.

How has Connecteam changed or evolved over time to meet users needs?

I haven't noticed many changes since starting in January. I also haven't had any needs that the platform doesn't already meet.

What specific type of user or organization is Connecteam very good for?

Any business with multiple employees, multiple schedules, or benefits to manage will find Connecteam helpful.

What specific type of user or organization would Connecteam not be a good fit for?

For small companies that are only managing one schedule or have just a couple of employees, Connecteam may offer more than they need.

BambooHR Review

This list had to include one of the top names in human resources software. Unlike all the previous contenders, BambooHR doesn’t have a free version that you can use for unlimited time. However, they’re worth mentioning because they offer a free trial of their all-in-one software and then go out of their way to find a version that will suit you. Before they come up with a personalized quote that will fit your budget, however, they are also likely to extend your free trial upon request or even give you a free demo of the advanced features.

BambooHR Customers

Among the 34,000+ companies that use BambooHR, you’d find names like Quora, Universal Group, Reddit, Asana, Change.org, and Grammarly.

How has BambooHR Changed Over Time?

It provides a user-friendly interface and essential HR features to efficiently manage employee data, making it particularly suitable for organizations with limited resources.

I frequently used the hiring and onboarding workflows. I used the system to post jobs, track candidates, and coordinate with hiring managers. It was helpful that hiring managers could leave feedback on candidates directly in the platform.

Tracking candidate progress through hiring stages was simple and transparent. Interview scheduling was streamlined with calendar sync capabilities. Email templates also supported quick follow-ups and added efficiency to the recruitment process.

What do you like about BambooHR?
  • BambooHR automates many tedious HR tasks, saving time for higher-value work.
  • The system supports seamless collaboration across departments, keeping everyone aligned.
  • The onboarding experience for new hires is smooth and creates a welcoming impression.
Why did your organization buy BambooHR, and how long have you used it for?

At the time, the organization was experiencing challenges with recruitment and was using an outdated HRIS. They adopted BambooHR, which was extremely helpful due to its built-in ATS. This enabled faster and more streamlined recruitment processes.

Over time, the organization transitioned away from the previous HRIS entirely, as BambooHR proved to be an effective all-in-one solution. It handled several key HR functions efficiently, which added value across the organization.

What do you dislike about BambooHR?
  • More customization options would be beneficial, as there are limitations on the number of workflows that can be created.
  • The ATS is fairly basic and lacks features like resume screening, which is a drawback.
  • Pricing became a concern as the organization grew—while manageable at first, costs increased significantly with scale.
How is BambooHR different than their competitors?

BambooHR is a strong option for small to mid-sized businesses that don't require complex systems. The simplicity and ease of use make it accessible and easy to adopt.

What Instructions should people think about when buying this type of tool?

Scalability and customization are two important factors to consider. For small businesses needing a basic, user-friendly system, BambooHR is a great option that’s cost-effective and easy to learn.

How has BambooHR changed or evolved over time to meet users needs?

I am unsure, as I have not used BambooHR recently.

What specific type of user or organization is BambooHR very good for?

BambooHR is well suited for small organizations and users with limited HRIS experience.

What specific type of user or organization would BambooHR not be a good fit for?

BambooHR may not be suitable for large organizations with complex HR processes or those requiring advanced functionality for experienced HR professionals.

Why we picked Bitrix24

Bitrix24 is a hugely popular vendor with a massive array of tools for businesses and organizations. Some of their HR products are free, and for the same plan you can get several other business apps too.

PROS

  • Messaging, tasks, video, docs, and CRM are all in one place.
  • Auto-delete, polls, and AI assistant (CoPilot) enhance team comms.
  • Dedicated zones to work with external partners or across departments.
  • Quick task creation, Gantt/Kanban views, and workload tracking.
  • Real-time co-editing, version control, and role-based access.

CONS

  • Despite redesign, the dashboard can still feel crowded and overwhelming for new users.
  • Bugs have been reported by some users.
  • Configuring workflows and settings can be time-consuming.
  • Many permissions are limited to super admins, reducing flexibility.

Bitrix24 Review

While not solely HR-focused, Bitrix24 is used by more than 8,000,000 organizations all over the world. Nevertheless, the free plan also adds countless other features from the other Bitrix products. While more of a collaboration SaaS platform with a massive variety of tools like CRM, project management, and even a website builder, Bitrix24 also offers a highly reliable and intuitive HR information system. As of 2021, it includes over 25 HR tools. From those, several such as company structure, employee directory, and company knowledge base are included in the free version for unlimited users.

Reviewer's Rating

I no longer use Bitrix24, but the main way we used it was for project management. It allowed us to create projects and set stages such as "to do," "in progress," and "completed," and to transfer or assign ownership to others on the team with ease.

I appreciated that we could store customer information, link multiple projects to a single customer, and track potential future jobs. We were also able to send emails directly from the platform and keep a complete communication history in one place. This helped improve organization and transparency across the team.

What do you like about Bitrix24?
  • I liked being able to expand and add more users without paying for additional seats.
  • The complete email and call log was visible to the team without the need to be CC’d or to request updates.
  • Email and phone call automation made follow-ups easier.
  • The annual pricing discount was helpful, and when I wanted to upgrade, they offered to prorate the difference.
Why did your organization buy Bitrix24, and how long have you used it for?

After reviewing and testing several other CRM solutions, Bitrix24 offered most of the features we needed at a reasonable price. It allowed us to grow a team without incurring additional costs for new users.

A large number of tools were accessible even at the entry-level plan. As I added team members, I didn’t have to pay for extra seats, and when we outgrew the free features, the upgrade cost was relatively low.

Before Bitrix24, other tools either lacked necessary functionality or were too expensive. Bitrix24 replaced three tools we had been using, and while it cost slightly more (about $5 per month), it was worth it to have everything centralized in one place.

What do you dislike about Bitrix24?
  • Customer service was slow to respond.
  • Some features and functions were difficult to figure out without guidance.
  • Occasionally, features would change without notice, and by the time an email explanation arrived, the change had already caused disruption.
How is Bitrix24 different than their competitors?

At the time, it was the only CRM that met nearly all of my needs in one place. Trello, Monday, and similar tools lacked essential features. I was tired of managing multiple tools and dealing with unreliable integrations, which Bitrix24 helped eliminate.

What Instructions should people think about when buying this type of tool?

Check the features offered and compare them to your specific needs at the current price point. Since then, specialized tools like Contractor+ have emerged that are better suited to certain industries, so research industry-specific options first.

Think about scalability, where your business will be in 1, 2, or 5 years, and whether the more advanced packages will meet your future requirements.

How has Bitrix24 changed or evolved over time to meet users needs?

There have been changes since I used it. But I have noticed that if I need a CRM like Bitrix24 in the future, there are other tools that have made some quality improvements, and new tools have popped up. I wouldn't jump right back into it without researching.

What specific type of user or organization is Bitrix24 very good for?

Bitrix24 is great for sales and project management teams.

What specific type of user or organization would Bitrix24 not be a good fit for?

Bitrix24 isn't ideal for solo operators without a team. Other tools like HubSpot may be better suited for individual users or small-scale task management.

Why we picked Odoo

Oddo offers a massive variety of HR & business solutions that can cover many needs for a company. Plus, they do it in several languages.

PROS

CONS

Odoo Review

The interesting thing about Odoo is that they divide nearly all their feature offerings into stand-alone applications. Any of these is free for unlimited users and unlimited time until you either need more space or add another application. This is an excellent choice if you only need, say, time off tracking or a payroll app, and can be quite cost-friendly if you require only a few additional applications. It’s also comforting to know that, with Odoo, you only pay for what you use.

Odoo Customers

Odoo is used by companies like Southern Wine Group, BizTech College, and XB Press Buyer.

Odoo Pricing

Odoo’s free plan doesn’t limit the number of users you can have. Its paid plans cost between $7.25 and $10.9 per user per month and include not only HR but also CRM, Sales, Project, and more business functionalities.

How has Odoo Changed Over Time?

Best For

Companies looking to fulfill a specific use case for free, or those that would like many of their business tech tools to come from the same vendor.

Odoo in action
Reviewer's Rating
5/10

I primarily use Odoo to communicate with employees and access some of their HR information and pictures. The company I work for hopes to also use Odoo for scheduling, although this hasn't been set up yet. During our orientation call with Odoo representatives, we learned that we couldn't use the system for timekeeping because it did not possess the ability to use biometrics for identifying staff when clocking in and out of shifts.

We also had the intention of using Odoo for payroll, then learned that there are limitations with this software because Odoo will not record and file taxes on the employer's behalf. The only other function I use within Odoo is the "Sign" app, which allows me to send documents to employees that require a signature.

What do you like about Odoo?

I like that it has the ability to consolidate multiple features/apps into one software program. I enjoy the "Discuss" feature, which essentially creates a company intranet allowing employees to communicate with others privately or with groups/departments. I also like that it allows me to send documents requiring a signature without having to use another external app, such as DocuSign.

Why did your organization buy Odoo, and how long have you used it for?

My organization chose Odoo because it is an enterprise resource planning (ERP) software that promises to consolidate and automate several processes. I work for a manufacturing facility that produces food and beverage items, and the processes from creation to delivery of our products include many steps and a lot of paperwork to remain compliant with industry regulations.

We wanted a tool that could be used by several departments, including production, accounting, fulfillment, distribution, and HR. We were hoping we could use Odoo to house our timekeeping, scheduling, and payroll as well. I have been using Odoo for about three months.

What do you dislike about Odoo?

I think it is a complex system that requires months of training before it can be fully functional. We cannot use it for payroll because it doesn't track and record tax payments and would require manual journal entries each time. I don't like that the timekeeping feature doesn't allow us to use biometrics (fingerprints via hardware device) when employees clock in and out of their shifts. Although it can integrate with several apps, these drawbacks keep me from recommending it as an HR solution.

How is Odoo different than their competitors?

Odoo has several functions that it offers to automate processes company-wide. I find the interface to be mostly user-friendly. There are some navigational difficulties when visiting one "app" and then returning to the dashboard, and their training videos could use some work. I find it about average as far as an ERP goes.

What Instructions should people think about when buying this type of tool?

Identify exactly which processes you intend to utilize this service for and have a realistic implementation plan. If you're only using it for two or three processes, then a shorter training and implementation plan may work. If you have four or more processes you're looking to integrate, allow yourself and your team several months to meet with their implementation team and demo the trial software so that you can familiarize yourself with it before rolling it out to employees. Training is vital to understanding the full capabilities of the system.

How has Odoo changed or evolved over time to meet users needs?

They seem to have a lot of options for different processes that they say continually expand, such as inventory, appointments and to-do lists, project boards, discussion boards, manufacturing, shop floor, quality assurance, etc.

What specific type of user or organization is Odoo very good for?

A mid to large-sized manufacturing facility that wants all employees using the same software to meet as many business needs as possible will find Odoo very useful.

What specific type of user or organization would Odoo not be a good fit for?

Accounting and HR-based organizations will find it hard to get the most out of Odoo.

PROS

CONS

WebHR Review

While not the prettiest-looking software out there, WebHR is a good solution for SMEs that need a social tool and would like to be able to add or delete modules as they go. WebHR is free if you have less than 5 employees and, depending on the modules added, it can be as little as $1 a month per staff member. The base modules that it bundles together are enough for most HR departments and include a built-in messenger and discussion forum. Other modules such as Payroll and Recruitment can be added for meager fees that don’t exceed $2 per employee per month.

WebHR has plenty of convenient features. Firstly, we can download the HR manual for our reference through it. Furthermore, we may raise requests for staff loan, whistleblower, and hospitalization claims. WebHR also has an integrated chatbot which offers assistance in addressing a wide range of HR-related inquiries.

What do you like about WebHR?
  • We initiate requests on the WebHR portal and we are able to see the progress status, whether the requests were approved or pending; In short, we like its transparency.
  • There is a chatbot where we can directly communicate with HR employees for guidance.
  • The HR manual and all circulars are easily available and can be searched by text or date.
Why did your organization buy WebHR, and how long have you used it for?

Earlier, our organization’s human resource department shared the updated HR manual via email. All queries by the employees were entertained through email as well. It was a hectic exercise as many follow-ups were needed and, sometimes, we lost track of the email threads. In order to overcome this, our organization transitioned to WebHR. The platform automated the requests initiated by the employees, while tracking the changes and approvals.

What do you dislike about WebHR?
  • Upgrades sometimes take 2 or 3 working days of downtime which is a hurdle for employees.
  • Uploading the relevant PDF documents for case submission and approval takes time.
  • WebHR isn’t the most user-friendly; new users do need some guidance on how to use it. Guide book needs to read out for fresh employee to use the web HR as it is not much user friendly.
How is WebHR different than their competitors?

Well, earlier we were using emails for all types of queries and approvals so we have not used any other software yet.

What Instructions should people think about when buying this type of tool?

This is a good platform where employees and HR connect with each other and communicate easily.

How has WebHR changed or evolved over time to meet users needs?

It is very necessary for our organization with a large number of employees. Each of our needs and requests are important, and it is HR's duty to resolve them promptly.

What specific type of user or organization is WebHR very good for?

I am associated with the banking industry and I believe it is good for banking and other industries as well.

What specific type of user or organization would WebHR not be a good fit for?

I don't think any organization will dislike this platform as it improves alot of processes for employees and HR.

Pitfalls of Choosing Free HR Software Systems

Free HR software often looks like a cost-saving win upfront, but hidden limitations, upgrade pressure, and lower support can make it more restrictive—and costly—over time.

Choosing Based on “Free” Instead of Fit

Most free HR tools are designed as entry points into paid plans. As your team grows or your needs become more complex, you may be pushed to upgrade sooner than expected.

This can lead to an unplanned cost increase or a forced migration to a new system. Always review pricing tiers in advance and understand what triggers an upgrade (e.g., employee count, feature access).

Assuming “Free” Means Low Risk to Switch

Because there’s no upfront cost, teams often assume they can easily switch tools later. In reality, even free HR software requires time for setup, data migration, and employee adoption.

Switching systems can be disruptive, so it’s worth evaluating scalability from the start, even if you’re a small team today.

Overlooking Limitations in Support

Free plans often come with limited or no customer support, relying instead on help centers or community forums. This can become a major issue when you run into payroll errors, compliance questions, or technical bugs.

If support is critical to your team, check what level of assistance is included before committing.

Ignoring Data Security Tradeoffs

While many free HR tools offer solid security, others may cut corners or lack advanced compliance features (e.g., audit logs, permissions, certifications).

Since HR systems handle sensitive employee data, it’s essential to review security standards carefully, regardless of price.

Pro Tips on Free HR Software

Benefits and ROI of HR Software Solutions

The biggest advantage of free HR software is that it allows teams to streamline core HR processes without upfront investment, making it especially valuable for startups and small businesses.

Even with limited functionality, free tools can automate repetitive tasks like time-off tracking, employee record management, and basic reporting. This alone can save hours of manual work each week, giving HR teams more time to focus on higher-impact initiatives like employee experience and hiring.

Free HR software also lowers the barrier to entry for adopting better systems. Instead of managing everything in spreadsheets or email, teams can centralize data and build more consistent workflows early on, which reduces errors and improves organization.

In some cases, free plans include lightweight automation or AI features that help filter candidates or simplify administrative work. While not as advanced as paid tools, these features can still reduce time spent on manual screening and coordination.

Free HR Software: Pricing Models and Limitations

All of the software we’ve discussed here is completely free in some form or another. Some of them have a user cap of either 5 or 50 employees, while others have free versions or cost nothing because they are open source.

Below, you can compare each of these options according to their pricing model to see just how free are they, what’s their catch, and which one fits your needs:

  • Deel lets you use its HRIS for free as long as you use its payroll services.
  • Homebase’s basic plan is free for teams limited to one location and up to 20 employees.
  • Bitrix24 is free for unlimited users, but limits the data storage to 5 GB.
  • Zoho People offers a free plan with basic HR functions for up to 5 users.
  • Odoo is free for one application, fees apply for additional apps.
  • Orange HRM offers a free open-source edition available for both cloud and self-hosting, yet it lacks some key features like payroll integrations and on/offboarding.
  • Connecteam offers several modules for free, including HR, but the number of users is limited to 10.
  • BambooHR provides one of the best all-in-one HRIS available, but this vendor only offers a free trial instead of a free plan.

To get a more detailed look at the total cost of ownership for an HR software solution, take a look at our newest HRIS pricing report.

Key Features of Free HR Management Software

Common features that most free HR systems offer are employee management, performance management, payroll processing, onboarding, and time off management.

  • Employee Management: At the core of most free HR software is a centralized employee database. This is where you store employee profiles, track job details, and manage documents. Many free tools also include basic self-service features, allowing employees to update their information or access records without HR involvement.
  • Time Off and Attendance Tracking: One of the most common (and useful) features in free plans is leave management. Employees can request time off, managers can approve it, and HR gets a clear overview of schedules. Some tools also include simple attendance tracking or shared calendars.
  • Basic Onboarding Workflows: Free HR management software often includes lightweight onboarding features such as checklists, document collection, and task assignment. While not highly customizable, these tools help standardize the onboarding experience for new hires.
  • Performance and Feedback (Limited): Some free plans offer basic performance management, such as simple reviews or feedback tracking. However, more advanced features like continuous feedback, goal tracking, or analytics are usually reserved for paid tiers.
  • Integrations (Often Limited): Integrations with payroll, accounting, or ATS may be available, but they’re often restricted or require an upgrade. In many cases, free HR tools handle core HR data while relying on external payroll systems or recruiting software.

How to Choose a Free HR System

We recommend you take advantage of our vendor shortlists to narrow down your options to 3-4 that you’ve found most likely to meet your HR needs. The next step would be to try them all and see for yourself which one works best. While most of the tools we’ve listed here are extremely easy to get started with (as in, just create an account and you can access most basic features), you could also request a live HR software demo from them, which you should. And when you do, make sure you’ve had a list of must-ask questions, such as:

  • Which features do your free users like most? What are the limitations of your free plan?
  • What are the sticking points that would make me or my colleagues apprehensive about transitioning to this platform?
  • What are the available integrations, compliance and data security, and customer support?

Implementing Free HR Software

Once you select the right system, the HRIS implementation process will vary depending on its operation. If you’re talking about an open-source solution like OrangeHRM or Sentrifugo, the process will likely entail a lot of communication and collaboration with its team.

On the far other end of the intricacy spectrum, a cloud-based tool like Freshteam or SnapHRM gets you up and running within minutes. Each vendor page explains their particular process in much more detail, and many will call or email you shortly after you’ve set up an account or asked for a demo to address questions or solve any issues you might be having.

If you'd like to learn more about what to do after implementing a new HRIS, including proven processes and tips from an expert, we recently put together a brief guide to HR software post-implementation.

Another significant change is the discontinuation of WebHR’s free plan, which previously allowed five employees to access basic modules at no charge. Now, users can only sign up to test the platform. The new base plan is not quite free, but still affordable ($2 per month for five employees). We also decided to get Deel removed from the list, since the platform no longer offers its HRIS for free.

Additionally, we have enhanced our FAQs section to address common questions we receive about free HR software.

Last but not least, to ensure our reviews are comprehensive and provide multiple perspectives, we interviewed and surveyed HR professionals who have used the products we’re featuring. You can find their insights right beneath the detailed review of each vendor. In this update, we gathered input from Maddie Tryforos, People Experience Manager - Anedot, Jamie Pavlunenko

Final Advice on Free HR Management Software

If you’ve made it this far, then it’s likely that you already have a couple of options in mind but aren’t quite sure which free HR software to settle on yet. The best advice we can offer here is to set up an account with them and try the tool for yourself. You really can’t tell if some of the features are actually user-friendly and useful until you start using them.

Fortunately, these are all free and take minutes to set up, so don’t feel bad or awkward about creating an account with several vendors, even talking to some of their sales representatives, and then sticking to one choice. In the end, this decision will probably shape a good part of every day of the following years for your HR department, so it shouldn’t be taken lightly.

If you're in need of a spreadsheet to help you organize this process, be sure to try our HR & Recruitment software buyer organizer. It's free ;)

Lastly, remember to check with each of your internal stakeholders, making sure that their questions are addressed as well, and even demo the product with them. The decision will be much wiser if it's enriched by the input of the whole team.
